Legislative Building Project Manila

The only mention found of this Manila Contest Proposal appears in a press release from The China Press (1931, p.1) upon his return to Shanghai, and as follows:
“It was while he was in Shanghai that he won first prize for the design and plans for the Great Legislative Building in Manila, the G$1,500,000 structure that houses the insular senate and congress”.
Probably, and as was the case with the American Consulate in Shanghai, it was an open international competition that was won in the ideas phase and that was ultimately not carried out.
